The OAS agreed to participate in the process of verifying an election marred by violations and breach ethics. This shows how organizations of human rights, aimed at resolving conflicts in underdeveloped countries act with utter disregard for the will of the masses in favor of a status quo that has failed.

There was no credible system in place before November 28, 2010 can guarantee the accuracy of the Minutes. The OAS estimates that 12% of the tally sheets were not sent to the Council Provisional Electoral (CEP) or had been set aside, the number of ballots lost is much higher than publicly announced by the OAS or the PRC.

But the Centre has found the following review of the OAS issue because it rejected the votes of a region that was favorable to Celestin and failed to examine all 11,181 sheets.

Weisbrot said that the margin of difference between 0.3% and Celestin Martelly in the counting of the OAS was too thin to statistically distinguish between the two.

I want to thank the Government and people of South African hospitality historic, deeply rooted in Ubuntu, they have shown to my family and me.

Since my arrival forced the Mother Continent there are six and a half years, the people of Haiti have never ceased to call for my return to Haiti . Despite enormous challenges they face in the wake of the deadly earthquake of January 12, 2010 their determination to make my return a reality has only increased.

In my case, I am ready. "Once again I express my willingness to leave today, tomorrow, anytime. The goal is clear: to contribute as a private citizen, to serve my Haitian sisters and brothers in the field of education.

My back is also needed for medical reasons: It I strongly recommend that you do not spend another winter in South Africa being given in 6 years, I had six surgeries in the view. The surgeons are excellent and very well qualified, but they feel the unbearable pain experienced winter should be avoided to reduce the risk of complications and blindness.

The elements necessary in order to have a credible election were totally absent from the process carried out on November 28, 2010, i.e.

The general guidelines for the code of conduct which election administrators (CEP) must conform to are:
• Election administration must demonstrate respect for the law.
• Election administration must be non-partisan and neutral.
• Election administration must be transparent.
• Election administration must be accurate, professional and competent.
•The other agents within the system must be seen to be also neutral, while the judicial system in its arbitration of electoral petitions should be impartial. (In this case, the Candidates do not even have any recourse in the judicial system. The CEP is judge and party)
• Election administration’s sole objective is to serve the voters.

In reality, the Provisional Electoral Council in Haiti is the opposite of the above stated conditions. They effectively manipulated the system by making last minute changes. 35,000 new CEP employees were injected into the apparatus.

20% of the people qualified to vote were not in possession of their electoral cards
The electoral register was totally incomplete— leaving the majority of the people with their electoral cards to vote unable to do so
Massive government interference: early in the morning police pickups served as public transportation to take voters to polling places, and pay them to vote on behalf of Jude Celestin
The general electoral roll and electoral partial list should be ready between 60 days and 30 days respectively before the election, even on the day of the election, the list was totally in disarray.

OAS has no respect for any Haitian officials or the Haitian people as a whole. The so-called report was leaked to the press prior to reaching President Préval. In any serious country, this mistake would be met with dire consequences for the members of the OAS.

As an observer, OAS, CARICOM, CNO etc. violated the rules as well.

The guiding principles or code of conduct for election observers must conform to are as follows:

• Election observation must be non-partisan and neutral.
• Election observation must recognize and respect the sovereignty of the host country.
• Election observation must be comprehensive in reviewing the election, considering all relevant circumstances.
• Election observation must be accurate, professional and comprehensive.
• Election observation must be transparent.

OAS agreed to participate in the verification process of a so-called election marred in impropriety and violations. This is indicative of the way that the human rights organizations—which aim to resolve conflict in the underdeveloped world—is doing nothing more than acting with blatant disregard for the will of the masses and in support of the failed status-quo.

There was no credible system prior and leading to November 28, 2010 in place to guarantee the accuracy of the (Procès Verbaux). Any attempt to validate documents in which there is no way to guarantee accurateness cannot and should not be validated. In simple terms—garbage in, garbage out—fraudulent ballot, fraudulent vote yields a fraudulent result.

No matter how many experts OAS had on the ground in Haiti, this organization cannot justify any particular findings or analysis to make a recommendation as to who should be first, second or third. The analysis is statistically insignificant and precludes them from being able to draw a conclusion or make a recommendation.

To illustrate the point: How can OAS verify or validate a process in which none of the premises that should be respected in order to conduct and hold a fair election were respected?

The basic rule established which OAS, UN and the International Community adhere to as a rule is: The Universal and equal suffrage.

The Universal and Equal Suffrage is a clear international standard which the elections of November 28, 2010 violated under the watchful eye of the UN—the promoter of the concept, followed by OAS, CARICOM, and the International Community. The Universal and Equal Suffrage calls for the guarantee that each adult citizen has. The right to be elected as a member of the legislature or other provincial or local body, as well as the right to be elected president, may require an age beyond the age of majority, but must be guaranteed to all citizens of that age without discrimination. The case of the exclusion of Fanmi Lavalas as well as many other qualified political parties are good enough reasons to support the request for the annulment the elections of November 28, 2010.

Under no circumstance could the elections of November 28, 2010 be considered an election when patent violations are demonstrated and the OAS is in complicity with the Préval/Bellerive government want to salvage and recommend a run-off for an election that was never occurred.

The Center for Economic and Policy Research in Washington concur with the position of the 12 candidates calling for an annulment of the elections since November 28, 2010 and their demand expresses the will of the people of Haiti. The Center went further by stating:

"This report can't salvage an election that was illegitimate, where nearly three-quarters of the electorate didn't vote, and where the vote count of the minority that did vote was severely compromised," said Mark Weisbrot, co-director of the center.

The center said it analyzed 11,181 tally sheets from the November 28 vote and found the election seriously flawed. It said the OAS report cannot help determine the outcome of the first round of Haiti’s election.

Haiti's Provisional Electoral Council released preliminary results on December 7, 2010 that gave Mirlande Manigat a win with 31.4% of the vote. Jude Celestin, second with 22.3% Michel Martelly was third with 21.8%.

AFTER ONE YEAR, OR IS ON AND COMING OUT OF THIS SLUMP?

The earthquake of January 12, 2010 a magnitude 7.0 to 7.3 on the Richter scale struck Haiti at exactly 4 hours and 53 minutes pm. Its epicenter located approximately 25 km from Port-au-Prince, Haiti's capital has caused considerable damage. More than a dozen aftershocks of magnitude measuring between 4.5 and 5.9 on the Richter scale were recorded that day in the hours that followed the initial quake.

The earthquake of January 12 has caused hundreds of thousands of victims: dead, wounded survivors, mental trauma and property loss exceeding 2 times the GDP of Haiti. Many buildings were also destroyed, including the National Palace, the Courthouse, the Cathedral of Port-au-Prince, departments, many schools, churches ...

In fact, more than a quarter million Haitians were killed by lethal violence of this cataclysm. Among the dead, many have not even known grave without speaking of those who stayed until now buried under debris.

January 12, 2011 This marks the first anniversary of this terrible disaster, we salute the memory of all those who have disappeared. It is our duty to keep the past alive as painful as it may be to help us to enlighten our present holding in its hands the key to our future. That these losses are priceless and unforgettable shield to those who profess to lead Haiti and all those who persevere in the struggle for a better future alongside of our people dying.

On February 9, 2010 the government moribund Preval / Bellerive has confirmed a record of more than 250,000 dead, 300,000 injured and 1.5 million homeless, not to mention those who remained buried under rubble or discuss their potential impact on the health and lives of survivors. Ah! If only the dead could speak, they express their anger at once for having been so quickly abandoned to their fate. Many will tell us the nightmare of endless agony, panic, hope, despair, disbelief ...

A year later, the ruins are still not cleared to remind us the magnitude of this unprecedented disaster that nearly engulfed Haiti in less than a minute. Even the French settlers who were of indescribable cruelty toward us Haitians have been able to destroy so many in so short a time as did the "goudougoudou" of January 12, 2010.

The American Geological Institute announced on January 24 have recorded 52 aftershocks with a magnitude greater than or equal to 4.5.

Only a small number of survivors were retrieved from the rubble by rescue teams from around the world. This international solidarity has reinforced the efforts of the Haitian on the ground themselves, often with bare hands, rescued from the rubble of hundreds of people while the government's blatant disregard Preval / Bellerive continued to be felt.

The Haitian state structures that were virtually nonexistent before the earthquake then received a fatal blow. The government decimated half was completely overwhelmed by this unprecedented event.

Three days later, a state of emergency was declared throughout the country for a period of one month without any statement from the government, without any coordination effort of international solidarity to ensure the well being of the population helpless, bruised and lacking everything.

If before 1804, a Haitian population estimated at 500, 000 inhabitants it took only 200 compatriots to free the country from the yoke of slavery, it is to wonder what happens in 2010. Our civic consciousness is it so agonizing? Do we all Haitians inside or outside reassess our values about our responsibilities to the Haitian homeland? In 2009

Haiti's population was estimated at more than 10, 000,000 inhabitants in one year almost 10% of the Haitian population was decimated before our eyes by the earthquake, cholera and starvation without an adequate response or mobilization of those in power.

The Preval government incompetence / Bellerive led us to an almost non-existent void in the annals of our history. More than 2% of the population is already infected with the virus of cholera imported to Haiti by the Minustha and after a projection for 2011 made up 5% of the population will be affected by this disease.

What does Minustha to make amends, and what are the steps taken by the government in place to protect the population?

The Minustha triggered a bomb on the Haitian population that is capable of destroying it in less than 10 years. What is she doing to repair the damage caused to the people it claims to be protecting?

Now to what has become the scourge human Haitian politics.
The masquerade of November 28, 2010 was an insult to the Haitian nation in the eyes of the world. At a time when the country's president should show compassion to the nation, he continues to insult him in his misery, tents, drinking water and without work.

To add insult to the people's misery, President Préval has created dysfunctional institutions throughout the country. Despite these inconsistencies, it is still a glimmer of hope for Haiti out of this mess caused by the Préval government Bellerive. The group of 12, dubbed the Twelve Apostles and the candidates for deputies and senate have now held the torch of mobilization for the elimination:

• Polls of November 28, 2010

• The trial of members CEP and its acolytes

• The application of section 149 of the constitution of 1987 from February 7, 2011 • For

Lavalas, it was clear that President Préval and his government did not have the morality necessary to defend the vital interests of the nation and its most respected choices as free people.

• For these heinous misdeeds of this government, Lavalas claims

• A national leadership for a reconstruction that emphasize national priorities

• The return of the PRC continues to violate the constitution and the rights of citizens

• The return of MINUSTAH as a condition for the respect and protection of national sovereignty

• The inclusion of Lavalas in the country's affairs.

• The return to the country's undisputed leader, Dr. Jean-Bertrand Aristide

These requests are reasonable and would be a breath of fresh air to an antiquated and moribund government.

We want to mark that date difficult for the Haitian nation, that January 12 is for us a day of renewal for the loss of much of our nation is not in vain.

It is time for all Haitians at home or elsewhere are found in the unit fraternity and to finally build a better Haiti. This is the future of our children. That the tragic fate and the memory of the fallen we are still familiar and suffering and grief of families who survived helping those who are leading the country to excel. The pain we all scored IS THAT THE RADICAL CHANGE IS FOR PEOPLE WHO FOR OVER 200 YEARS, THE ONLY CHANCE TO LIVE IN DIGNITY.

Import Excel files into SharePoint

Option available in Excel 2003 and Excel 2007, the ability to create automated lists in SharePoint from Excel, can save a lot of time while providing structure information.

In Excel 2007:
  1. Select the data to be a list
  2. tab Insert, click Table and validate options



  3. Once done, the option Export is active and allows the creation of a list in a SharePoint site which we will, first, captures the url


In Excel 2003, the operation is almost identical but different options:

  1. Right-click on Data and select Create a list

  2. right-click, and List Publish List

From SharePoint side, the same result can be obtained with View All Site Content > Create >

Import spreadsheet

data types that are supported by this import are simple types: Text
  1. Currency
  2. Time Number
  3. Hyperlink
